Ukraine's leader Volodymyr Zelenskyy asserted during his trip to Washington that the Russian president's decision to request negotiations with Donald Trump indicates Moscow is feeling pressure. Zelenskyy commented, "We can already see that Moscow is rushing to resume dialogue as soon as it learns of Tomahawks." These remarks referred to recent musings about providing advanced missiles to Ukraine.

Political Developments and Global Responses

An ex- US state department official, Dan Fried, observed, "The Russian leader is trying to disrupt the momentum toward increased pressure on the Kremlin." Fried continued, "We'll see on Friday, but the chances of achieving a ceasefire by pressuring Moscow to engage sincerely seem to have decreased."

The development came after the US president had recently been strengthening his rhetoric toward Russia until the recent conversation with the Russian president, which the Russian government characterized as "highly frank and trustful."

EU Energy Restrictions and Economic Effects

EU authorities have established a requirement for fuel importers into the European Union to prove their fuels are not made from Russian oil, as stated in a document published on recently. This step is part of the European Union's forthcoming ban on purchases of refined products processed from Russian petroleum, which is included in its 18th sanctions package against Russia over its war in the region.

Financial experts noted that trading activity appeared to be considering the possible reduction of Indian purchases of Russian crude. Several Indian refiners are preparing to cut purchases from Russia, with projections of a phased reduction, as reported by sources familiar with the matter.

"This represents a positive development for the crude oil price as it would remove a major customer of Russian crude," commented a market analyst, noting that oil prices were steady on Thursday.

Military Developments and Infrastructure Attacks

A large-scale Russian unmanned aircraft and rocket assault targeted energy infrastructure in eastern Ukraine on Thursday, resulting in disruptions in multiple regions. Ukrainian officials stated that Russia deployed hundreds of unmanned vehicles and dozens of missiles, along with aerial munitions.

"This autumn, the Russian forces use daily opportunities to strike at our energy infrastructure," said Volodymyr Zelenskyy, adding that strikes impacted the areas of Chernihiv, Kharkiv, Poltava, Sumy and western Ukraine.

International Diplomatic Reactions

Kyiv's envoy to Washington, Olga Stefanishyna, stated that Russia showed its true approach to negotiations through the "violence" of such strikes. "The Russian government yet again chose missiles over dialogue, turning this attack into a direct blow to ongoing diplomatic initiatives," she said.

Meanwhile, the European Union's foreign policy chief, Kaja Kallas, stated that the EU had no choice but to build up defensive systems against Russian threats. Kallas announced a "plan" to prepare for potential conflict by 2030, featuring a new anti-drone system to be completely functional by the end of 2027.

The proposed system, dubbed the "EU defensive program," is expected to begin working initially by the 2026 timeline and be completely operational by the end of 2027. Brussels hopes to obtain the support of EU leaders at a summit next week.
